Oakland’s Re-Create Art Contest Now Underway


Students in Oakland schools are invited to participate in the 2015 Re-Create Art Contest, Oakland’s annual recycled art competition.  Participants will use discarded or reused materials in a creative application of the 4Rs – reduce, reuse, recycle, and rot (compost). All Oakland students in grades TK-12 are eligible to participate in the contest. Art supply sets, and theater and museum passes will be awarded to contest winners.

Deadline for submissions is Saturday November 21, 2015.  For complete contest information, see the Re-Create brochure or visit www.proartsgallery.org.

A public reception and awards ceremony will be held on Friday December 4, 2015, from  5:30-7pm  at Pro Arts Gallery, 150 Frank H. Ogawa Plaza, Oakland, CA.

Oakland’s Re-Create 2015 Art Contest and Traveling Exhibition is sponsored by the City of Oakland, Public Works Department and produced by Pro Arts Gallery.

Low-Income Senior Discount Restored for One Year

Low-Income Senior Discount Restored for One Year

The City of Oakland has identified funding to restore a garbage bill discount program for low-income seniors for one year, while working to identify long-term funding to continue the discount program.

About 1,500 low-income seniors living in single-family buildings had been receiving a discount on their garbage bills until July 1, 2015, when the discount program ended. The City Council recently allocated $100,000 in funding to restore and support the discount from July 2015 through June 2016. The City of Oakland and Waste Management are continuing to discuss ways the discount program can be funded for future years.

Customers who were enrolled in this program when it ended will be automatically re-enrolled on October 1, with the discount credited retroactively to July 1. The discount is available to low-income seniors who qualify for the PG&E CARE program. For information about this discount program call Waste Management at (510) 613-8710.

New Services Overview

Starting July 1, 2015, various program and service changes affect all Oakland residents and businesses.

All Residents can expect:

  • California Waste Solutions will collect residential recycling citywide.
  • Waste Management will collect residential trash and compost citywide.
  • The time of day of your pickup may change. Most service days will stay the same.
  • All residents will get compost service to recycle food scraps, food-soiled paper and yard trimmings.
  • All residents can schedule one bulky pickup annually.
  • Residents can customize their container size for trash, compost and recycling, including twenty-gallon carts with wheels.
  • Household battery collection (in a sealed plastic bag) will move from the top of the trash cart to the top of the recycling cart.
  • Free bulky drop-off events will occur four times a year.
  • Improved customer service features, including local customer call centers.
  • Brand new fleet of collection trucks will run on natural gas to improve air quality and reduce noise in all Oakland neighborhoods.

Apartment & Condo Residents (5+ unit buildings) can expect:

  • Addition of compost collection service for all buildings.
  • New support services for owners and managers setting up compost collection.

Businesses can expect:

  • Waste Management of Alameda County (WMAC) will continue to be the exclusive provider of trash collection services in Oakland.
  • Compost collection service (food scraps, food-soiled paper and plant debris) will be provided exclusively by WMAC effective July 1.
  • Alameda Country requires all local businesses to recycle. In Oakland, cans, bottles, paper and cardboard recycling is an ‘open market’ system – that means you can shop around for the best deal. Click here for a directory of service providers. If you are having difficulty finding a recycling provider, Oakland businesses can receive service from California Waste Solutions upon request.
  • The Small Business Recycling Program expired on June 30.
  • Beginning in July, business customers will be billed in advance – the bill for services in a given month will be sent at the beginning of that month. Previously, business customers were billed each month for the previous month’s services. Consequently, in late June and early July, businesses will receive two separate bills: one in arrears for June services and one in advance for July services. After July, businesses will receive monthly bills at the start of each month.

  • Oakland residents* may drop off bulky materials for free, FOUR times a year on the first Saturday in August, November, February and May.

*Oakland residents only. Bring an official ID or utility bill as proof of residency.

  • Maximum materials allowed:**
    • Two (2) pieces of furniture
    • Two (2) large appliances,
    • Four (4) passenger auto tires
    • Four (4) Mattresses
    • Unlimited electronics
    • NO trash**

**A $45 minimum disposal fee will be charged for any other item, or bags of trash.
